Seedability
Seeding only works when supercooled liquid water is there to freeze. A forecast of where those conditions exist — cloud water in the AgI activation window, cross-barrier flow — built from the same operational models the rest of the network reads.
Forensics
Seeding leaves fingerprints: tracks in weather radar, silver in the snowpack, aircraft on the transponder record, generators on the permit map. The method for reading them — and worked cases where the record can actually be checked.
The Science

Why this site exists
The record is public
U.S. law has required advance reports of every weather modification activity since 1972. Almost nobody reads them. This site does.
The physics is checkable
Seeding needs supercooled water, cold enough cloud tops, and wind to carry the plume. On most days, in most places, those conditions do not exist — and that is a checkable, forecastable fact.
The claims are loud
Operators claim acre-feet; conspiracies claim floods. Both are claims. Radar archives, snow chemistry and flight tracks are how claims get checked.
Nobody else occupies this ground
There are operators, regulators, researchers and rumors — and no public instrument that holds all four to the same standard of evidence.
